(B) PROMOTING THE EDUCATION OF PERSONS IN NEED OF FINANCIAL ASSISTANCE WHO ARE UNDER THE AGE OF 25 YEARS AND WHO ARE OR HAVE A PARENT RESIDENT IN NORTHOWRAM.
