MAKING ARRANGEMENTS APPROVED BY THE LOCAL EDUCATION AUTHORITY FOR ATTENDING TO THE HEALTH OR PHYSICAL CONDITION OF CHILDREN ATTENDING ANY PUBLIC ELEMENTARY SCHOOL IN THE SAID PARISH. 4. OTHERWISE PROMOTING THE EDUCATION, INCLUDING SOCIAL AND PHYSICAL TRAINING OF POORER CHILDREN.
