(B) IN MAKING APPROVED ARRANGEMENTS FOR ATTENDING TO THE HEALTH OR PHYSICAL CONDITION OF BOYS ATTENDING ANY PUBLIC ELEMENTARY SCHOOL. (C) IN OTHERWISE PROMOTING THE EDUCATION INCLUDING SOCIAL AND PHYSICAL TRAINING OF BOYS OF THE POORER CLASSES.
