THE RESIDUE SHALL BE APPLIED IN FURTHERING AND THE ADVANCEMENT OF EDUCATION OTHER THAN ELEMENTARY, MAKING ARRANGMENTS FOR ATTENDING TO THE HEALTH OR PHYSICAL CONDITION OF SCHOOL CHILDREN. OTHERWISE PROMOTING THE EDUCATION, INCLUDING SOCIAL AND PHYSICAL TRAINING OF BOYS AND GIRLS OF THE POORER CLASSES.
