(2) TO PROMOTE A HIGH STANDARD OF PLANNING AND ARCHITECTURE IN THE AREA OF BENEFIT. (3) TO SECURE THE PRESERVATION, PROTECTION, DEVELPMENT AND IMPROVEMENT OF FEATURES OF HISTORIC AND PUBLIC INTEREST IN THE AREA OF BENEFIT.
