TO PROVIDE FOR SUCH PERSONS FACILITIES FOR RECREATION AND OTHER LEISURE-TIME OCCUPATION OF WHICH THEY HAVE NEED BY REASON OF THEIR DISABILITIES IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
