THE CLEAR AMOUNT OF THE ANNUAL RENTS, PROFITS AND INCOME OF THESE CHARITIES, AFTER THE PAYMENT THEREOUT OF ALL NECESSARY AND PROPER OUTGOINGS AND EXPENSES OF MANAGEMENT, SHALL BE APPLIED BY THE TRUSTEES AND SUBJECT TO SUCH RULES AND CONDITIONS AS SHALL FROM TIME TO TIME BE PRESCRIBED BY THEM TOWARDS THE RELIEF OF PERSONS IN THE SAID PARISH WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS EITHER IN GIFTS IN KIND OR GRANTS TO ANY ALMSHOUSE OR OTHER CHARITABLE INSTITUTION ESTABLISHED FOR THE BENEFIT OF PERSONS QUALIFIED AS AFORESAID: PROVIDED THE INCOME SHALL NOT BE APPLIED IN SUPPLEMENTING RELIEF OR ASSISTANCE PROVIDED OUT OF PUBLIC FUNDS.
