THE REMAINING SEVEN-TENTHS SHALL BE APPLIED AS FOLLOWS: A) $10 EACH YEAR FOR THE PROVISION OF COAL AND TOBACCO OR GROCERIES BY MEANS OF VOUCHERS FOR POOR MEN OVER SIXTY-FIVE YEARS OF AGE BEING RESIDENTS OF (CONT'D ON RE6(C).
