1) TO RELIEVE EITHER GENERALLY OR INDIVIDUALLY PERSONS UNDER THE AGE OF 25 YEARS RESIDENT IN THE BOROUGH OF HALIFAX WHO ARE IN CONDITIONS OF NEED HARDSHIP OR DISTRESS BY MAKING GRANTS OF MONEY OR PROVIDING OR PAYING FOR ITEMS SERVICES OR FACILITIES CALCULATED TO REDUCE THE NEED HARDSHIP OR DISTRESS OF SUCH PERSONS. 2) FOR THE ADVANCEMENT OF EDUCATION IN PROMOTING THE EDUCATION INCLUDING THE SOCIAL AND PHYSICAL EDUCATION OF PERSONS UNDER THE AGE OF 25 YEARS WHO ARE RESIDENT IN THE BOROUGH OF HALIFAX AND WHO IN THE OPINION OF THE TRUSTEES ARE IN NEED OF FINANCIAL ASSISTANCE.
