Following reviews in 2006, it was agreed that age or marital qualification as a means of deciding need was stopped. In 2010, the Trustees began making payments as they saw fit and in line with the Charity Commission directives, whilst bearing in mind the desire of Mr Edmund Moulton, who established the Charity in 1723 for providing coats for poor men at Christmas in the Parish of St Andrew.

TO RELIEVE EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE AREA OF BENEFIT WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS.THE AREA OF BENEFIT SHALL THE PARISH OF WITHHAM-ON-THE-HILL,INCLUDING TOFT WITH LOUND AND MANTHORPE.
