TO MAKE A PERMANENT CONTRIBUTION TOWARDS THE BEAUTIFICATION OF LONDON BY THE GROWING OF FLOWERS, MORE PARTICULARLY IN THOSE PARTS WHICH ARE DULL AND UGLY. TO PROVIDE A HEALTHY AND CIVILISING INTEREST FOR THOSE WHO HAVE LITTLE OPPORTUNITY OF SELF-EXPRESSION. TO GIVE THE HUMBLEST CITIZEN AN OPPORTUNITY OF PERFORMING A CIVIC FUNCTION BY TAKING PART IN A MOVEMENT FOR THE IMPROVEMENT OF HIS SURROUNDINGS.
