(1) TO PROMOTE THE EDUCATION OF PERSONS;(A) WHO ATTEND ANY INSTITUTION OF FURTHER OR HIGHER EDUCATION; AND(B) WHO HAVE LIVED IN THE AREA OF BENEFIT FOR 1 YEAR OR WHOSE PARENTS ARE RESIDENT IN THE AREA OF BENEFIT; AND(C) WHO ARE IN NEED OF FINANCIAL ASSISTANCE; AND(2) TO ASSIST IN THE PROVISION AND MAINTENANCE OF FACILITIES AND PREMISES FOR USE OF THE INHABITANTS OF THE AREA OF BENEFIT WITHOUT DISTINCTION OF POLITICAL, RELIGIOUS OR OTHER OPINIONS, INCLUDING USE FOR;(A) MEETINGS, LECTURES AND CLASSES, AND(B) OTHER FORMS OF RECREATION AND LEISURE-TIME OCCUPATION,WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
